If you want your kids to go to a particular school that your neighborhood is not assigned to, you can get your name put in the lottery. If you are picked, then all your kids can go to that school. Hope this makes sense.

Do you mean for getting your kid into a school? I think it's when they don't have enough spaces so they randomly pick some kids.

I'm making an educated guess that you are referring to something where you are on a list for a limited number of spots and those who will fill the spots are randomly chosen. That's a lottery system. Similar to the draft lottery where anyone signed onto Selective Service could be chosen to be called for military service.

In our district there are schools called "magnet schools" They are better than the regular public schools and offer some sort of specific advantage. For instance, one of the magnet high schools offers specific college prep classes that regular high schools do not. There are magnet elementary, middle and high schools and they each offer something different. They are typically in not "great" neighborhoods though. (most, but not all)

Anyone that lives anywhere in the district can try to attend by applying to the school before the deadline date for that year. You can apply to as many magnet schools as you want. After the deadline, the school fills all the open slots by randomly picking from the pool of applicants. This is the "lottery".

Each school has criteria that gives specific applicants priority in the lottery over other applicants. Sibling applicants of someone already attending the school are usually given priority at all schools. The Florida Legislature also passed a law stating that military families also get priority in the lottery.

That's how the lottery works in our district.
