Daughter Pulling off Diaper

My 9 month old daughter has learned how to pull apart the velcro on her cloth diaper covers. I came in this morning to find her (and her bed) completely soaked because she had undone her diaper through her pajamas sometime last night. Any advice on how to keep her from pulling the velcro? Someone has suggested using diaper covers with snaps at night and that is an option. I'm just wondering if there are any other lower cost options I could try. Thanks!
